Owned by the United States Army Corps of Engineers, and home to the third largest reservoir and the fifth largest earthen dam in the United States, the Garrison Powerhouse is located near Bismarck, North Dakota. The original aging and proprietary control systems included (3) Woodward Mechanical Cabinet Actuators with Woodward Hydraulic Pumps controlling 109MW Francis turbines, and (2) Pelton Mechanical Cabinet Actuators with Pelton Hydraulic Pumps controlling 90MW Francis turbines. In 2006, L&S Electric was awarded a turnkey contract to convert the original mechanical governors to commercially available PLC-based governor control systems. Modes of operation included speed control, power control and synchronous condense. Installation was supported by local contract labor and commissioning was completed by L&S Electric. In 2008, L&S Electric was awarded a second turnkey contract to upgrade the original OEM pumps with a commercially available solution. Installation and commissioning was supported by Koontz Electric. For both contracts L&S Electric received an “above average” overall rating.
